RFSO - Geotechnical and Hydrotechnical Engineering Services in Yukon (Up to 5)

This requirement is for the Department of Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC). The Department of Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC), Yukon Region is responsible for managing multiple contaminated sites in Yukon, including Type II abandoned mine sites. In order to meet CIRNAC’s project objectives, CIRNAC requires Hydrotechnical and Geotechnical Services to support ongoing care and maintenance, and advance remediation plans at multiple Type II mine sites and other DTA sites in the Yukon region. These sites have a variety of different geotechnical and hydrotechnical challenges associated with them. The specific scopes for supplying services to each site will vary according to each site’s needs. Works for each of these sites will be issued on an as-and-when requested basis, detailed in each call-up. The work under these SOAs is intended to be consistent with CIRNAC’s Contaminated Sites Management Policy whose objectives include: 1) to meet federal and departmental policy requirements and legal obligations regarding the management of contaminated sites; 2) to require that, where a suspected contaminated site has been identified, the site be assessed in a timely, consistent and cost effective manner; 3) to provide a scientifically valid, risk management based framework for setting priorities, planning, implementing and reporting on the management of contaminated sites; 4) to remediate, based on approved resource levels, all National Classification System (NCS) Class 1 contaminated sites in the North, and Class 1 and 2 contaminated sites on reserve, on a priority basis, unless it can be demonstrated that for a specific site an alternative form of management is appropriate; 5) to promote the social and economic benefits that may accrue to First Nations, Inuit and northerners when carrying out activities required by this policy; and 6) to promote the federal "polluter pay" principle. CIRNAC intends to establish Standing Offer Agreements (SOA) for multiple qualified Contractors to supply Geotechnical and Hydrotechnical Engineering Services for several abandoned mine sites throughout Yukon, including the following areas subject to Comprehensive Land Claims Agreements (CLCAs): 1. Carcross/Tagish First Nation Final Agreement 2. Champagne and Aishihik First Nation Final Agreement 3. First Nation of Nacho Nyak Dun Final Agreement 4. Kluane First Nation Final Agreement 5.
