Opportunity brief
Closes in 26 daysMedia Literacy Social Return on Investment
Ofcom has a requirement for a Social Return on Investment (SROI) analysis which provides a framework for systematically assessing the value of Media Literacy in the UK. This should be a robust, evidence-based assessment of social and economic costs and benefits of investing in Media Literacy. The report will need to use data to tell a clear story of change, with monetary values to represent economic outcomes, e.g. every £1 invested generates £2 of social and economic value. The assessment also will need to consider a range of interventions associated with Media Literacy, covering contexts such as work and earnings, fraud and cyber harm, health, public services, wellbeing, and consumer choice. Mandatory Requirements As a minimum, the programme must deliver a final SROI report which includes: • A robust economic model that calculates the social and financial return of media literacy investment, accounting for input, outcomes, and long-term impact. • A total figure for the economic impact of investing in the UK’s media literacy. • A clear story of change, complementing quantitative findings with case study evidence and qualitative analysis of additional social impacts. • A plain English executive summary to be used for dissemination to a broad range of stakeholders, including Local Authority stakeholders, policy professionals, and the wider media literacy sector. The contractor will also be required to deliver up to two presentations of findings to Ofcom colleagues.
